Background
On December 4, 1998 the Targhee National Forest Open Road and Open Motorized Trail Analysis (Motorized Road and Trail Travel Plan) Draft Environmental Impact Statement (DEIS) was released for public review, initiating a formal60-day comment period ending February 1, 1999. The DEIS outlined the proposed management of summer motorized travel on the Forest and considered alternatives to that proposal. The decision and management direction from the Final EIS for this process will be used to implement a new Travel Plan on the Forest in the Summer of 2000.
After declining two requests from the public for additional time to review the DEIS, the Forest Supervisor extended the comment period after receiving a request by the Idaho Congressional Delegation for a 60-day extension. The Forest responded by extending the comment period an additional 32-days to give more time to review and submit comments. The final close of the 92-day comment period was March 5, 1999.
The Forest held four public meetings to provide individuals and groups the opportunity to understand what was contained in the DEIS; discuss the Alternatives with Forest resource professionals; and provide written, specific comments about the Alternatives. The meetings were held at the University of Idaho Auditorium in Idaho Falls, Idaho, December 8, 1998; Dubois Community Center, Dubois, Idaho, December 9, 1998; Teton County Fairgrounds, Driggs, Idaho, December 10, 1998; and the North Fremont High School Auditorium, Ashton, Idaho, December 15, 1998. A number of petitions/letters were received at an Idaho State University panel discussion on Travel Planning in February 1999. Most were addressed to the Biodiversity Treaty and not to the travel plan.
In response to the DEIS and to four public meetings held throughout the area to discuss the DEIS, we received nearly 7,900 comments which included: 1,026 letters from individuals; one petition containing 44 signatures, and five form letters/postcard containing 6,800 signatures. Nearly 6,900 of the 7,900 comments were form letter/postcard or petition signatures. Petition and form letter/postcard signatures were counted as one substantive comment for each issue topic in the form letter or petition rather than separate, repetitious comments. From the letters, form letters/postcard and petitions, approximately 1,200 substantive comments were identified which are presented in Appendix E.
Table 1 displays the method of response or response type used by the public and approximate numbers of each type that were recieved as of March 5, 1999.

How to Use Content Analysis
Content Analysis is a process used to compile and correlate similar comments into a format usable by decision makers and the Interdiciplinary Team (IDT). Content analysis helps the IDT clarify, adjust, or use technical information pursuant to NEPA regulations, which require response to comment before issuing a Final EIS and Record of Decision
The type of content analysis used by this team was to manually read each letter and to code both the subject matter and the perceived intent and emotion. All comments were considered, whether they were presented by thousands of people saying the same thing or by a single person bringing up a technical point. Emphasis in this process was on the content of the comment rather than the number of times a comment was recieved. The numbers can be derived from the database if desired.
All comments can be tracked to the original letter and can be sorted and reported in a variety of ways.
Demographic Information
Introduction
To understand public input, information about who submitted comments during the comment period and how those comments were recieved is important. In the content analysis process used for this project, each piece of mail received as a comment was assigned its own number and entered on a log sheet. The letter was then examined for content and information pertaining to the author. Codes were assigned to a demographic header, which was written across the top of the letter, characterizing the number of authors, author association (individual, family or organization), and form of mail or how it was received (fax, letter, E-mail, postcard, comment form, public meeting, form letter, petition).
Content analysis is not a vote counting process. Responses generated during the comment period do not constitute a statistically valid random sample of the public and they do not necessarily reflect broader societal values or trends. Therefore, the total number of comments for each issue was not used in analyzing the content. However the number of comments and other demographic information can be useful and pertinent when looking for trends or values expresed in public comments.
During the content analysis process, each comment was considered equally. Opinions, feelings, and preferences for one aspect of the proposal over another, and comments of a philosophical nature, were all read and analyzed. Each issue was important to the decision maker, regardless of the number received.
The Origin of the Responses
Figure 1 shows the number of responses received from each state.
Figure 2 displays the number and percent of responses received from the three states surrounding the Targhee National Forest. This figure suggests that more responses (55 percent) were received from the area adjacent to the Forest..
